ITU Practical Guide on Benchmarking Telecommunications Prices released
The new ITU Practical Guide on Benchmarking Telecommunications Prices developed by the Telecommunication Development Bureau (BDT) is now released and available free of charge at the website www.itu.int/en/ITU-D/Regulatory-Market/Pages/Studies.aspx. “Analysing prices through comparison to a benchmark can be a particularly useful tool for regulators, regardless of the extent to which the regulator is actually involved in price-setting,” says Mr Brahima Sanou, Director of the ITU’s Telecommunication Development Bureau. “I trust that this practical guide will serve to assist ITU Members in designing their tariff strategy in order to improve competition in the market.” This practical guide explains how to develop a benchmark of telecommunications prices in a converged broadband environment. Why a regulator might want to do so, how to do, and how the benchmark should be interpreted and applied. The steps involved are explained with reference to hypothetical benchmarking exercises together with actual price benchmarks developed by communications sector regulators.
